THE POSITION The City of American Canyon is seeking an Environmental Specialist III who, under general supervision, performs professional level analytical and specialized tasks associated with the inspection of industrial and commercial discharges to the sewer system; conducts a variety of industrial and commercial on-site facility inspections related to Industrial Pretreatment and Pollution Prevention; determines compliance with applicable laws and ordinances and conducts appropriate enforcement; reviews and interprets monitoring data from dischargers; prepares Pollution Prevention outreach materials and plans/participates in outreach events.
THE DEPARTMENT The Public Works Department is composed of a Public Works Corp Yard, Water Plant, Engineering and Water Reclamation Facility (WRF). The WRF is the wastewater treatment plant for the City and processes wastewater for either discharge to receiving waters or for recycled water production and distribution. The Environmental Services staff is housed at the WRF and is composed of one Environmental Services Manager, one Laboratory Analyst, and two Environmental Specialists. One Environmental Specialist is assigned to Storm Water, while the other is assigned to Pollution Prevention/Pretreatment.
THE IDEAL CANDIDATE The ideal Environmental Specialist III candidate will have an established track record of problem-solving, resourcefulness and initiative. The incumbent should have knowledge of pretreatment regulations and procedures for on-site facility inspections; ability to interpret regulations, identify compliance issues and determine appropriate response; ability to develop and deliver outreach messages to residents and industries in various formats.
MINIMUM QUALIFICATIONS Education: A bachelor’s degree from an accredited college or university with major in Public Health, Environmental Health, Environmental Studies, Integrated Waste Management, Environmental Engineering, Public or Business Administration, Geography, Geology, or a closely related field. -AND- Experience:EITHER – Two years as an Environmental Specialist II with the City of American Canyon; -OR- Five years of full-time professional experience performing environmental program administration activities preferably including, storm water, recycled water, industrial pretreatment, pollution prevention, hazardous waste and/or solid waste management programs or other closely related activity; -OR- Two years of experience working in pollution prevention/control and/or industrial pretreatment program activities. NOTE - A master’s degree from an accredited college or university with major in Public Health, Environmental Health, Environmental Studies, Integrated Waste Management, Environmental Engineering, Public or Business Administration, Geography, Geology, or a closely related field may substitute for one year of the required experience.
License Requirement: Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.
