Involves providing analytical and financial support in contract and grant administration management of funds post-award, and closeout activities for federal, state, local and private sponsors. Involves activities associated with forecasting, planning, and managing of research portfolios by performing the following: administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub award / subcontract administration.
Under general supervision of the Assistant Research Accounting Manager, the Research Accountant is responsible for the budgetary and financial management and administration of extramural contracts, grants, cooperative agreements and gifts from a wide variety of funding sources and all university generated research funds and cost share commitments for the Division of Physical and Biological Sciences. The Research Accountant proactively manages a portion of the Physical and Biological Sciences Division's approximately 1000 research awards from over 175 distinct funding agencies, for an estimated 250 principal investigators totaling approximately $60 million income annually and $45 million direct cost expenditures.
The Research Accountant provides input in developing processes for the Division, and provides budgetary analysis and innovative solutions to diverse types of problems and situations by applying university, state, federal, and private sector policies and procedures. The Research Accountant also ensures that costs to a research fund are reasonable, allowable and allocable under all cost principles.
Physical and Biological Sciences Research Accounting is responsible for budgetary management, financial planning services and expenditure tracking and reporting of all research funds within the Division
Client Population: Units served by Physical and Biological Sciences Research Accounting include: Institute of Marine Sciences, Institute for Particle Physics, ACCESS Program, CAMP Program, Minority Access to Research Careers/Minority Biomedical Research Support, Monterey Bay Regional Studies Program, Center for Molecular Biology of RNA, National Marine Fisheries Service Santa Cruz Laboratory and Santa Cruz branch of the US Geological Survey, and the Departments of Astronomy, Ecological and Evolutionary Biology, Molecular Cell and Developmental Biology, Chemistry, Earth and Planetary Sciences, Microbiology and Environmental Toxicology, Mathematics, Ocean Sciences, and Physics.
Bachelor's degree in related area and / or equivalent experience / training.
Demonstrated knowledge and experience in contracts and grants administration, including finance and accounting experience in administering large/complex budgets with multiple funding sources.
Demonstrated skill in financial planning, analysis, and budgeting, with proven skills to interpret and apply complex university, state and federal regulations and a working knowledge of those regulations as they relate to administration and compliance.
Strong negotiating and decision-making skills. Ability to communicate issues clearly, both orally and in writing. Excellent communications and interpersonal skills for dealing with a wide variety of individuals at various levels.
Demonstrated ability to analyze problems and situations in a multi-faceted way and develop and participate in implementing innovative solutions.
